So, here's the thing - and a lot of folk have already said it - age is a meaningless measure of a player. Perhaps meaningless is too strong, as, on average, certain age ranges will fall into a certain level of maturity. However, there are enough exceptions to the averages that it is not a justifiable measurement.
As a quick bit of background - I used to be a recruiting officer and eventually co-leader of a fairly successful WoW guild. Our guild was successful, in part, because the people we brought onboard fit the following profile:
1) Confident in their abilities, but able to learn, adapt to changes in the game and accept constructive criticisms. When things went wrong - party wipes, losing PvP matches, etc - these folks were able to identify the problem and implement a solution. Part of this included owning up to mistakes when they were made. When things went well, we were able to identify what was so successful and use that in other situations.
2) The members were not afraid to speak up when they needed help with something - builds, gear decisions, information on boss strategies, help with quests / dungeons etc. Folks realized that helping guildmates makes the guild as a whole a better place. However, they also understood that people aren't always able to help for various reasons, and knew where to go to find extra resources for themselves (forums, online databases, the wiki, even... PuGs!).
3) One of the biggest things was that everyone was able to 'fit in' with the group. I went out of my way to recruit folks who could quickly ascertain where the boundaries were and align themselves with them. Of primary importance was respect - not just for the people in the guild, but other players on our faction and our 'enemies' in the other faction as well. Even so, disputes still arose from time to time but this understanding helped to resolve them with a minimum of drama.
If you possess these traits - and generally, if you have to tell me you do, then you probably don't - then you're a good fit in any group I'm running regardless of your age.

Back on topic, as several others have stated, I believe that age has nothing to do with your maturity. I myself have started playing GW when I was 11 (almost 2 3/4 years ago) and I'm now 13 (Shh don't tell anyone ) I haven't really ever acted like the so called 13 year old sterotype and most people I know aren't like that.
What my theory is, is that most people don't just act like B*tches because of their maturity/age/etc. but because of the how they feel they can just act freely reguardless to the little to no punishment. But of course, I would assume this would be more common in your teen years so you could say it was partially due to age.

Oddly enough most of us do.
I've seen the IQ suggestion and I think that that is pretty good - but I think this one might also work.
GW players are old enough to play when:
1) they (themselves and no one else) paid (or are capable of paying) for the game
2) they (themselves and no one else) pay for their internet connection
3) they (themselves and no one else) paid for their PC
4) they (themselves and no one else) pay for the electricity that powers their PC

It's a quality of the game to attract different types of audience. And you know promises of eliteness draws failures-in-life like flypaper, when the really intelligent ones pass grindfest as being unconstructive and unappealing. I think children (age<13) and adults (age>25) are far better company than those in between. Puberty has dire consequenses to person's psyche. Yuck.
